Found this in the Movies folder inside the recently leaked 2011 build of the game. This does not play if you begin the ‘The Election’ mission in this build, its only in the game files by the looks of it.
Interestingly, this build features different “flashback” cutscenes for it, clearly from the True Crime: Hong Kong era of development. What I find most interesting is that in nearly every clip, Wei has one of his multiple faces throughout development, which is already telling as to how much quick changes were made during this time.
Some of the True Crime: Hong Kong OST plays here, and its pretty good, as I would expect from movie composer Brian Tyler. I don’t really think the particular song fits this scene specifically, but the story rewrites from TC:HK to SD were insane so from what I know so far this type of soundtrack kind of fits here.
